Malaysian conglomerate AlloyMTD and the city government of Palayan agreed to develop a P1.5-billion information technology park in the capital of Nueva Ecija province.
The Palayan City Government Center and Central Business Hub is being constructed on a 30,013-square-meter property in Barangay Singalat. AlloyMTD Philippines, the local unit of the Malaysian group, and Palayan City will sign an agreement for the project which would involve the management of a business process outsourcing hub for 30 years.
The creation of the IT park was backed by a presidential proclamation signed by President Rodrigo Duterte on June 25, 2018.
The board of the Philippine Economic Zone Authority recommended the creation of the ITP pursuant to Republic Act No. 7916, or the Special Economic Zone Act of 1996, as amended by RA 8748.
The three-hectare government and business center will also serve as home to the satellite offices of at least 12 national government agencies.
The presence of government offices within the hub will make it easy for residents of Palayan City and other cities and municipalities in Nueva Ecija to transact business with the national government. The center serves as a one-stop-shop especially for those who plan to work abroad.
It houses the satellite offices of the National Bureau of Investigation, Labor Department, Philippine Overseas Employment Agency, Trade Department, Department of Information and Communication Technology, Social Security System, Government Service Insurance System, Philippine Statistics Authority and Philippine Health Insurance Corp.
Extension offices of the Foreign Affairs Department, Education Department, and Commission on Elections will also open in the center.
As an IT park, the hub is entitled to all benefits given to special economic zones to make it more attractive to foreign investors who would want to set up their own BPO offices in Palayan City.
The two buildings housing the BPO centers now have a total of 4,000 seats.
Other facilities being built in the center are the 75-room Capital Hotel which will be fully operational by September 2018 and Rizal Memorial Colleges.
The school will offer technical/vocational courses similar to those provided by the Technical Education and Skills Development Authority such as hotel and restaurant management, housekeeping, front office service, bartending, commercial cooking, food and beverage services, practical nursing, caregiving and healthcare services.
